Mandatory Flexible Plastic Collections Coming to UK Councils
New rules are set to make flexible plastic collections mandatory across all councils in England as part of the government’s Simpler Recycling reforms. The changes, due to be rolled out fully by 2027, aim to standardise recycling services and ensure households can recycle more types of packaging consistently nationwide.
Flexible plastics include items like bread bags, crisp packets, and carrier bags, which are currently recycled in limited areas or through supermarket drop-off points.

Challenges Ahead
The government says introducing consistent collections will make recycling clearer for households and increase the amount of plastic packaging captured for recycling. At present, collection systems vary widely from one council to another, leaving many residents unsure what can and cannot be recycled.
By making flexible plastics part of kerbside recycling, officials hope to divert thousands of tonnes of waste from landfill or incineration and boost recycling rates.

Looking to 2027
While the reforms have been broadly welcomed by environmental groups, councils have raised concerns about the costs of implementing the changes. Upgrading collection systems and sorting facilities will require significant investment at a time when many local authorities are already under financial strain.
Industry groups are also urging the government to ensure there is enough UK-based recycling infrastructure to process the extra material, rather than exporting it overseas.

The Simpler Recycling programme will also standardise the collection of food waste and other recyclables, aiming to make services more consistent across England. Campaigners believe this will not only improve recycling rates but also build public confidence by ending the current patchwork of rules.
If successfully delivered, mandatory flexible plastic collections could mark a major step forward in tackling one of the most persistent forms of household waste.
In the meantime, if you need help clearing larger volumes of packaging or mixed recycling, our private bin collection and cardboard recycling services can take care of it responsibly.
